Who is a priest?

Aaron and the Levites

Exodus 32:26-
Exodus 32:26–29 ESV
then Moses stood in the gate of the camp and said, “Who is on the Lord’s side? Come to me.” And all the sons of Levi gathered around him. And he said to them, “Thus says the Lord God of Israel, ‘Put your sword on your side each of you, and go to and fro from gate to gate throughout the camp, and each of you kill his brother and his companion and his neighbor.’ ” And the sons of Levi did according to the word of Moses. And that day about three thousand men of the people fell. And Moses said, “Today you have been ordained for the service of the Lord, each one at the cost of his son and of his brother, so that he might bestow a blessing upon you this day.”
Numbers 18:1–2 ESV
So the Lord said to Aaron, “You and your sons and your father’s house with you shall bear iniquity connected with the sanctuary, and you and your sons with you shall bear iniquity connected with your priesthood. And with you bring your brothers also, the tribe of Levi, the tribe of your father, that they may join you and minister to you while you and your sons with you are before the tent of the testimony.
Numbers 18:20 ESV
And the Lord said to Aaron, “You shall have no inheritance in their land, neither shall you have any portion among them. I am your portion and your inheritance among the people of Israel.
Numbers 18:20

When Priests need a Priest

an superseding order - Melchizedek

Hebrews 7:11 ESV
Now if perfection had been attainable through the Levitical priesthood (for under it the people received the law), what further need would there have been for another priest to arise after the order of Melchizedek, rather than one named after the order of Aaron?
Hebrews 7:11-

One Sacrifice

Hebrews 7:26–27 ESV
For it was indeed fitting that we should have such a high priest, holy, innocent, unstained, separated from sinners, and exalted above the heavens. He has no need, like those high priests, to offer sacrifices daily, first for his own sins and then for those of the people, since he did this once for all when he offered up himself.

POAB = Priesthood of all Believers

It is important however to understand that Lutherans for the most part do believe that each Christian has the authority to preach and teach, read and interpret the Bible, and confess their own sins directly to Jesus. (Universal Priesthood)
