Samuel wanted the Children Israel to depend on a theocratic government where God was their leader and king.Samuel was God’s prophet, priest and His representative that was particularly chosen by God to be His mouthpiece for His people. He would be crucial in the choosing of Saul and the anointing of David.

Since the Lord had refused to resolve his doubts by dreams, by lot, or by prophets, and in spite of his earlier banishment of mediums and wizards, he came in disguise to consult the woman of Endor and asked her to call up Samuel.

Afraid of being denounced by Saul, she at first refused, but after being reassured, she agreed. Samuel’s ghost offered Saul no more comfort than the living Samuel had done; he repeated his earlier declaration (15:27-28) that the Lord had stripped the kingdom from Saul and predicted that Saul and his sons would die in battle the next day. At these words Saul collapsed.
