10 And, “You, Lord, laid the foundation of the earth in the beginning, and the heavens are the work of your hands; 11 they will perish, but you remain; they will all wear out like a garment, 12 like a robe you will roll them up, like a garment they will be changed. But you are the same, and your years will have no end.”
God being unchanging is very important in light of those other attributes
Should He change you could not rely upon
Longsuffering or Mercy
Almighty or Faithful
Omniscient or Good
In a world of constant change, having an unchanging God is of great comfort

17 Every good gift and every perfect gift is from above, coming down from the Father of lights, with whom there is no variation or shadow due to change.
No fluctuations in character
Ultimate author of lights. No change in brightness or clarity
Since good gifts have always come from Him, confidence only good gifts in the future
6 “For I the Lord do not change; therefore you, O children of Jacob, are not consumed. 7 From the days of your fathers you have turned aside from my statutes and have not kept them. Return to me, and I will return to you, says the Lord of hosts. But you say, ‘How shall we return?’
Because God does not change Israel was not totally consumed
Our inquiry may imply that God has moved. He has not

24 The Lord of hosts has sworn: “As I have planned, so shall it be, and as I have purposed, so shall it stand, 25 that I will break the Assyrian in my land, and on my mountains trample him underfoot; and his yoke shall depart from them, and his burden from their shoulder.” 26 This is the purpose that is purposed concerning the whole earth, and this is the hand that is stretched out over all the nations. 27 For the Lord of hosts has purposed, and who will annul it? His hand is stretched out, and who will turn it back?
God’s declaration that Assyria would perish

So it was with Assyria, so it will be with the kingdom’s of the earth
8 “Remember this and stand firm, recall it to mind, you transgressors, 9 remember the former things of old; for I am God, and there is no other; I am God, and there is none like me, 10 declaring the end from the beginning and from ancient times things not yet done, saying, ‘My counsel shall stand, and I will accomplish all my purpose,’ 11 calling a bird of prey from the east, the man of my counsel from a far country. I have spoken, and I will bring it to pass; I have purposed, and I will do it.
God has declared something. He will bring it to pass
