The 1 lost sheep is LOST
the Shepard leaving the 99 does not mean that he doesn’t love the or that they do not matter, he leaves them because in that moment he needs to focus on the 1 lost sheep.
the 99 Sheep are not left in a secure place but they are left in a comfortable place.
