In light of the context, these verses are really suprissing. Gods people were preparing to enter the promised land. they are on the edge of a monumental event as a nation, and Moses is giving his final words to the people before he dies and Joshua takes over as the one who will lead the nation of Israel.
God is making a covenant with the nation. That he will be their God, and that he will be their people. now, a covenant is not just a contractual agreement, it is an agreement between two parties with obligations and benefits, however, it is an arangment that prioritises relationship over legal obligations. thats why we use the word covenant when we talk about marriage.
