God’s mercy is expressed in his faithfulness to his covenant with his people

Micah 7:18–20 LEB
Who is a God like you, forgiving sin and passing over rebellion for the remnant of his inheritance? He does not retain his anger forever, for he delights in loyal love. He will again have compassion on us; he will trample our iniquities. And you will hurl all their sins in the depths of the sea. You will show faithfulness to Jacob, and loyal love to Abraham, as you have sworn to our ancestors from the days of old.

God’s mercy is not confined to the Jewish nation

God chooses when and where to exercise his mercy

Romans 9:15–16 LEB
For to Moses he says, “I will have mercy on whomever I have mercy, and I will have compassion on whomever I have compassion.” Consequently therefore, it does not depend on the one who wills or on the one who runs, but on God who shows mercy.
