So the church throughout all Judea, Galilee, and Samaria had peace, being built up and walking in the fear of the Lord and in the encouragement of the Holy Spirit, and it increased in numbers.
This is the only place where a “church…Galilee” appears. Dunn wonders why more churches do not exist in this area given this is Jesus native soil and where he spent the bulk of his ministry.
Rabbinic traditions refer to minim in Galilean settings, which probably at least included Jewish Christians. - See, Herford’s Christianity in the Talmud and Midrash
There is evidence of early groups of Jesus followers who did not associate with the 12.

When Paul realized that one part of them were Sadducees and the other part were Pharisees, he cried out in the Sanhedrin, “Brothers, I am a Pharisee, a son of Pharisees! I am being judged because of the hope of the resurrection of the dead!”
And now I stand on trial for the hope of the promise made by God to our fathers, the promise our 12 tribes hope to attain as they earnestly serve Him night and day. King Agrippa, I am being accused by the Jews because of this hope.
Most important of all for embryonic Christianity, the experience of Pentecost ensured that first-generation Christianity understood itself as quintessentially a movement of the Spirit of God, as the fulfillment of an ancient hope of a people renewed by the Spirit, on on whom the Spirit had been outpoured, to inspire praise and prophecy and witness and conduct. - Dunn, p. 171
