From the beginning of creation we have an indication that the Holy Spirit’s work is to complete and sustain what God the Father has planned and what God the Son has begun
Defining the work of the Holy Spirit:
The work of the Holy Spirit is to manifest the active presence of God and Christ in the world, and especially the church.

The Holy Spirit Empowers

He gives and renews all life
He gives power for service.

1. He gives and renews all life

In nature the role of the HS is to give lie to all animate creatures, on the ground sky and sea.
Psalm 104:30 ESV
30 When you send forth your Spirit, they are created, and you renew the face of the ground.
But, if God
Job 34:14–15 ESV
14 If he should set his heart to it and gather to himself his spirit and his breath, 15 all flesh would perish together, and man would return to dust.
Parallel to this is the role of the HS to give us new life and regeneration.
John 3:6–7 ESV
6 That which is born of the flesh is flesh, and that which is born of the Spirit is spirit. 7 Do not marvel that I said to you, ‘You must be born again.’
John 3:5 ESV
5 Jesus answered, “Truly, truly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God.
John 3:8 ESV
8 The wind blows where it wishes, and you hear its sound, but you do not know where it comes from or where it goes. So it is with everyone who is born of the Spirit.”
John 6:63 ESV
63 It is the Spirit who gives life; the flesh is no help at all. The words that I have spoken to you are spirit and life.
2 Corinthians 3:6 ESV
6 who has made us sufficient to be ministers of a new covenant, not of the letter but of the Spirit. For the letter kills, but the Spirit gives life.
Titus 3:5 ESV
5 he saved us, not because of works done by us in righteousness, but according to his own mercy, by the washing of regeneration and renewal of the Holy Spirit,
With this life giving function it was the HS that conceived Jesus in the womb of Mary his mother
Matthew 1:18 ESV
18 Now the birth of Jesus Christ took place in this way. When his mother Mary had been betrothed to Joseph, before they came together she was found to be with child from the Holy Spirit.
Luke 1:35 ESV
35 And the angel answered her, “The Holy Spirit will come upon you, and the power of the Most High will overshadow you; therefore the child to be born will be called holy—the Son of God.
When Christ returns, it is the same HS who will complete this life-giving work by giving new resurrection life to our mortal bodies:
Romans 8:11 ESV
11 If the Spirit of him who raised Jesus from the dead dwells in you, he who raised Christ Jesus from the dead will also give life to your mortal bodies through his Spirit who dwells in you.

2. He gives power for service.

In the OT, the Holy Spirit frequently empowered people for special service.

Joshua with leadership skills and wisdom
Numbers 27:18 ESV
18 So the Lord said to Moses, “Take Joshua the son of Nun, a man in whom is the Spirit, and lay your hand on him.
Deuteronomy 34:9 ESV
9 And Joshua the son of Nun was full of the spirit of wisdom, for Moses had laid his hands on him. So the people of Israel obeyed him and did as the Lord had commanded Moses.
The Judges
Judges 3:10 ESV
10 The Spirit of the Lord was upon him, and he judged Israel. He went out to war, and the Lord gave Cushan-rishathaim king of Mesopotamia into his hand. And his hand prevailed over Cushan-rishathaim.
Gideon
Judges 6:34 ESV
34 But the Spirit of the Lord clothed Gideon, and he sounded the trumpet, and the Abiezrites were called out to follow him.
Sampson
Judges 13:25 ESV
25 And the Spirit of the Lord began to stir him in Mahaneh-dan, between Zorah and Eshtaol.
The HS came upon the KINGS
Saul
1 Samuel 11:6 ESV
6 And the Spirit of God rushed upon Saul when he heard these words, and his anger was greatly kindled.
David
1 Samuel 16:13 ESV
13 Then Samuel took the horn of oil and anointed him in the midst of his brothers. And the Spirit of the Lord rushed upon David from that day forward. And Samuel rose up and went to Ramah.

Exodus 31:3 ESV
3 and I have filled him with the Spirit of God, with ability and intelligence, with knowledge and all craftsmanship,
Exodus 35:31 ESV

In the OT the HS also protected God’s people and enabled them to overcome their enemies

God’s Spirit was in the congregation in the wilderness..
Isaiah 63:11–12 ESV
11 Then he remembered the days of old, of Moses and his people. Where is he who brought them up out of the sea with the shepherds of his flock? Where is he who put in the midst of them his Holy Spirit, 12 who caused his glorious arm to go at the right hand of Moses, who divided the waters before them to make for himself an everlasting name,
Then later after their return from exile to keep them from fear
Haggai 2:5 ESV
5 according to the covenant that I made with you when you came out of Egypt. My Spirit remains in your midst. Fear not.
When Saul was attempting to capture David by force the HS came upon Saul’s messengers:
1 Samuel 19:20 ESV
20 Then Saul sent messengers to take David, and when they saw the company of the prophets prophesying, and Samuel standing as head over them, the Spirit of God came upon the messengers of Saul, and they also prophesied.

1 Samuel 19:23 ESV
23 And he went there to Naioth in Ramah. And the Spirit of God came upon him also, and as he went he prophesied until he came to Naioth in Ramah.
Causing them involuntarily to fall to the ground and to prophesy for hours, thus defeating Saul’s purpose and humiliating him in response to his malicious show of force against David and Samuel.
IN the same way, while Ezekiel was prophesying judgment by the power of the HS against some of the leaders of Isreal
Ezekiel 11:5 ESV
5 And the Spirit of the Lord fell upon me, and he said to me, “Say, Thus says the Lord: So you think, O house of Israel. For I know the things that come into your mind.
one of the leaders died
Ezekiel 11:13 ESV
13 And it came to pass, while I was prophesying, that Pelatiah the son of Benaiah died. Then I fell down on my face and cried out with a loud voice and said, “Ah, Lord God! Will you make a full end of the remnant of Israel?”
The HS brought judgment
Finally,

The OT predicted a time when the HS would anoint a Servant-Messiah in great fullness and power

Isaiah 11:2–3 ESV
2 And the Spirit of the Lord shall rest upon him, the Spirit of wisdom and understanding, the Spirit of counsel and might, the Spirit of knowledge and the fear of the Lord. 3 And his delight shall be in the fear of the Lord. He shall not judge by what his eyes see, or decide disputes by what his ears hear,
Isaiah prophesied of Jesus that God would say of him,
Isaiah 42:1 ESV
1 Behold my servant, whom I uphold, my chosen, in whom my soul delights; I have put my Spirit upon him; he will bring forth justice to the nations.
Isaiah 61:1 ESV
1 The Spirit of the Lord God is upon me, because the Lord has anointed me to bring good news to the poor; he has sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to those who are bound;
Luke 4:18 ESV
18 “The Spirit of the Lord is upon me, because he has anointed me to proclaim good news to the poor. He has sent me to proclaim liberty to the captives and recovering of sight to the blind, to set at liberty those who are oppressed,
Before we leave the OT it’s important to note that sometimes we have been taught that in the OT the HS did not work inside people but only along side of the OT saints.
John 14:17 ESV
17 even the Spirit of truth, whom the world cannot receive, because it neither sees him nor knows him. You know him, for he dwells with you and will be in you.
But we should not conclude that this means that the HS did not work inside of people before pentecost.

Ezekiel 2:2 ESV
2 And as he spoke to me, the Spirit entered into me and set me on my feet, and I heard him speaking to me.

24 But the Spirit entered into me and set me on my feet, and he spoke with me and said to me, “Go, shut yourself within your house.
Daniel
Daniel 4:8–9 ESV
8 At last Daniel came in before me—he who was named Belteshazzar after the name of my god, and in whom is the spirit of the holy gods—and I told him the dream, saying, 9 “O Belteshazzar, chief of the magicians, because I know that the spirit of the holy gods is in you and that no mystery is too difficult for you, tell me the visions of my dream that I saw and their interpretation.
Daniel 5:11 ESV
11 There is a man in your kingdom in whom is the spirit of the holy gods. In the days of your father, light and understanding and wisdom like the wisdom of the gods were found in him, and King Nebuchadnezzar, your father—your father the king—made him chief of the magicians, enchanters, Chaldeans, and astrologers,

Micah 3:8 ESV
8 But as for me, I am filled with power, with the Spirit of the Lord, and with justice and might, to declare to Jacob his transgression and to Israel his sin.
The NT passages John 14:17 and John 7:39 are both different ways of saying that the more powerful, fuller work of the HS this is characteristic of life after Pentecost had not yet begun in the lives of the disciples.

26 And I will give you a new heart, and a new spirit I will put within you. And I will remove the heart of stone from your flesh and give you a heart of flesh. 27 And I will put my Spirit within you, and cause you to walk in my statutes and be careful to obey my rules.
Nor had the HS been poured out in great abundance as it is now in the NEW COV AGE:
Joel 2:28–29 ESV
28 “And it shall come to pass afterward, that I will pour out my Spirit on all flesh; your sons and your daughters shall prophesy, your old men shall dream dreams, and your young men shall see visions. 29 Even on the male and female servants in those days I will pour out my Spirit.
So in the NT the HS is seen first and most fully in his anointing and empowering of Jesus as the Messiah.

16 And when Jesus was baptized, immediately he went up from the water, and behold, the heavens were opened to him, and he saw the Spirit of God descending like a dove and coming to rest on him;
Mark 1:11 ESV
11 And a voice came from heaven, “You are my beloved Son; with you I am well pleased.”
Luke 3:22 ESV
22 and the Holy Spirit descended on him in bodily form, like a dove; and a voice came from heaven, “You are my beloved Son; with you I am well pleased.”
John the Baptist Said
John 1:32 ESV
32 And John bore witness: “I saw the Spirit descend from heaven like a dove, and it remained on him.
Jesus entered the temptation in the wilderness
Luke 4:1 ESV
1 And Jesus, full of the Holy Spirit, returned from the Jordan and was led by the Spirit in the wilderness
After he “offensively” defeated Satan he begin his ministry

14 And Jesus returned in the power of the Spirit to Galilee, and a report about him went out through all the surrounding country.
When Jesus came to preach in the Synagogue he declared that Isa prophecy was fulfilled in Himself

18 “The Spirit of the Lord is upon me, because he has anointed me to proclaim good news to the poor. He has sent me to proclaim liberty to the captives and recovering of sight to the blind, to set at liberty those who are oppressed, 19 to proclaim the year of the Lord’s favor.”
the HS power is seen in Jesus life
Luke 4:36 ESV
36 And they were all amazed and said to one another, “What is this word? For with authority and power he commands the unclean spirits, and they come out!”
The HS was very pleased to dwell and empower Jesus for he delighted in the absolute moral purity of Jesus life.
John 3:34–35 ESV
34 For he whom God has sent utters the words of God, for he gives the Spirit without measure. 35 The Father loves the Son and has given all things into his hand.
Jesus had an anointing of the HS without measure and it remained on him!!
John 1:32 ESV
32 And John bore witness: “I saw the Spirit descend from heaven like a dove, and it remained on him.
Acts 10:38 ESV
38 how God anointed Jesus of Nazareth with the Holy Spirit and with power. He went about doing good and healing all who were oppressed by the devil, for God was with him.
The HS empowerd Jesus’ disciples for various kinds of ministry:
Acts 1:8 ESV
8 But you will receive power when the Holy Spirit has come upon you, and you will be my witnesses in Jerusalem and in all Judea and Samaria, and to the end of the earth.”
Miracles as they proclaimed the gospel
Acts 6:5 ESV
5 And what they said pleased the whole gathering, and they chose Stephen, a man full of faith and of the Holy Spirit, and Philip, and Prochorus, and Nicanor, and Timon, and Parmenas, and Nicolaus, a proselyte of Antioch.
Romans 15:19 ESV
19 by the power of signs and wonders, by the power of the Spirit of God—so that from Jerusalem and all the way around to Illyricum I have fulfilled the ministry of the gospel of Christ;
HS gave great power in preaching
Acts 4:8 ESV
8 Then Peter, filled with the Holy Spirit, said to them, “Rulers of the people and elders,
Acts 4:31 ESV
31 And when they had prayed, the place in which they were gathered together was shaken, and they were all filled with the Holy Spirit and continued to speak the word of God with boldness.

10 But they could not withstand the wisdom and the Spirit with which he was speaking.
1 Thessalonians 1:5 ESV
5 because our gospel came to you not only in word, but also in power and in the Holy Spirit and with full conviction. You know what kind of men we proved to be among you for your sake.

In general we can say that the HS speaks through the gospel message as it is effectively proclaimed to people’s hearts
The NT ends with an invitation from both the HS and the church who together call people to salvation
Revelation 22:17 ESV
17 The Spirit and the Bride say, “Come.” And let the one who hears say, “Come.” And let the one who is thirsty come; let the one who desires take the water of life without price.
Not only the preaching but the reading of the word and teaching, the HS continues to speak to hearts each day
Hebrews 3:7 ESV
7 Therefore, as the Holy Spirit says, “Today, if you hear his voice,
Hebrews 10:15 ESV
15 And the Holy Spirit also bears witness to us; for after saying,
Another aspect is the Gifts the HS gives to Christians for service and to equip them for ministry.
1 Corinthians 12:11 ESV
11 All these are empowered by one and the same Spirit, who apportions to each one individually as he wills.
1 Corinthians 12:7 ESV
7 To each is given the manifestation of the Spirit for the common good.
In the prayer lives of individual believers, we find that the HS empowers prayer and makes it effective:
Romans 8:26 ESV
26 Likewise the Spirit helps us in our weakness. For we do not know what to pray for as we ought, but the Spirit himself intercedes for us with groanings too deep for words.
Ephesians 2:18 ESV
18 For through him we both have access in one Spirit to the Father.
Another aspect of the HS empowering is to overcome spiritual opposition to the preaching of the gospel and God’s work in people’s lives
Matthew 12:28 ESV
28 But if it is by the Spirit of God that I cast out demons, then the kingdom of God has come upon you.
Acts 13:9–11 ESV
9 But Saul, who was also called Paul, filled with the Holy Spirit, looked intently at him 10 and said, “You son of the devil, you enemy of all righteousness, full of all deceit and villainy, will you not stop making crooked the straight paths of the Lord? 11 And now, behold, the hand of the Lord is upon you, and you will be blind and unable to see the sun for a time.” Immediately mist and darkness fell upon him, and he went about seeking people to lead him by the hand.

10 to another the working of miracles, to another prophecy, to another the ability to distinguish between spirits, to another various kinds of tongues, to another the interpretation of tongues.
Also given by the spirit the tool of God’s word in spiritual warfare:

17 and take the helmet of salvation, and the sword of the Spirit, which is the word of God,
Friends. THE HOLY SPIRIT GIVES POWER.
