Peoples heart is so hard that they refused to believe

Why does this happen to some, and some, God changes the heart to receive?
I don’t know but here are some consequences of Israel being hardened

there are a lot of people today that have said a prayer, claim to follow Jesus
but live as if they are not saved
a lot of people have told me that they believe in God
but do you believe in Jesus? how has your life changed since then
when we repent and believe there begins a new life
