The Holy Spirit’s attributes and activities are always those of God. The titles used of the Holy Spirit identify him as part of the triune nature of the divine being.

The Holy Spirit possesses the attributes of God

He is present everywhere

Psalm 139:7–8 ESV
Where shall I go from your Spirit? Or where shall I flee from your presence? If I ascend to heaven, you are there! If I make my bed in Sheol, you are there!
