1. The Chain of Salvation

Romans 10:13–15 NKJV
For “whoever calls on the name of the Lord shall be saved.” How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher? And how shall they preach unless they are sent? As it is written: “How beautiful are the feet of those who preach the gospel of peace, Who bring glad tidings of good things!”
Chain is salvation - call - believe - hear - preach - sent.
There’s an implicit final question that the quotation answers. Did God send people? The answer to the question is a trifle obvious. There are so many passages Paul could have quoted, but didn’t. For example:
Judges 6:7–10 NKJV
And it came to pass, when the children of Israel cried out to the Lord because of the Midianites, that the Lord sent a prophet to the children of Israel, who said to them, “Thus says the Lord God of Israel: ‘I brought you up from Egypt and brought you out of the house of bondage; and I delivered you out of the hand of the Egyptians and out of the hand of all who oppressed you, and drove them out before you and gave you their land. Also I said to you, “I am the Lord your God; do not fear the gods of the Amorites, in whose land you dwell.” But you have not obeyed My voice.’ ”
1 Kings 13:1–2 NKJV
And behold, a man of God went from Judah to Bethel by the word of the Lord, and Jeroboam stood by the altar to burn incense. Then he cried out against the altar by the word of the Lord, and said, “O altar, altar! Thus says the Lord: ‘Behold, a child, Josiah by name, shall be born to the house of David; and on you he shall sacrifice the priests of the high places who burn incense on you, and men’s bones shall be burned on you.’ ”
1 Kings 13:3–4 NKJV
And he gave a sign the same day, saying, “This is the sign which the Lord has spoken: Surely the altar shall split apart, and the ashes on it shall be poured out.” So it came to pass when King Jeroboam heard the saying of the man of God, who cried out against the altar in Bethel, that he stretched out his hand from the altar, saying, “Arrest him!” Then his hand, which he stretched out toward him, withered, so that he could not pull it back to himself.
1 Samuel 3:20 NKJV
And all Israel from Dan to Beersheba knew that Samuel had been established as a prophet of the Lord.
Jeremiah 7:25 NKJV
Since the day that your fathers came out of the land of Egypt until this day, I have even sent to you all My servants the prophets, daily rising up early and sending them.
Jeremiah 35:15 NKJV
I have also sent to you all My servants the prophets, rising up early and sending them, saying, ‘Turn now everyone from his evil way, amend your doings, and do not go after other gods to serve them; then you will dwell in the land which I have given you and your fathers.’ But you have not inclined your ear, nor obeyed Me.
Jeremiah 44:4 NKJV
However I have sent to you all My servants the prophets, rising early and sending them, saying, “Oh, do not do this abominable thing that I hate!”
In addition, there are all the stories of actual prophets that God sent. Elijah, Elisha, Jeremiah, Isaiah, Ezekiel, Daniel, and many others. However, Paul didn’t pick any of these perfectly legitimate passages to prove his point. Instead, he quoted a passage about Heralds who announce that God is bringing back the captivity of Israel.
Isaiah 52:7 NKJV
How beautiful upon the mountains Are the feet of him who brings good news, Who proclaims peace, Who brings glad tidings of good things, Who proclaims salvation, Who says to Zion, “Your God reigns!”

2. Did they Believe?

Romans 10:16–17 NKJV
But they have not all obeyed the gospel. For Isaiah says, “Lord, who has believed our report?” So then faith comes by hearing, and hearing by the word of God.
Isaiah 53:1 NKJV
Who has believed our report? And to whom has the arm of the Lord been revealed?

3. Did they Hear?

Romans 10:18 NKJV
But I say, have they not heard? Yes indeed: “Their sound has gone out to all the earth, And their words to the ends of the world.”
Psalm 19:3–4 NKJV
There is no speech nor language Where their voice is not heard. Their line has gone out through all the earth, And their words to the end of the world. In them He has set a tabernacle for the sun,

4. Did they Understand?

Romans 10:19–21 NKJV
But I say, did Israel not know? First Moses says: “I will provoke you to jealousy by those who are not a nation, I will move you to anger by a foolish nation.” But Isaiah is very bold and says: “I was found by those who did not seek Me; I was made manifest to those who did not ask for Me.” But to Israel he says: “All day long I have stretched out My hands To a disobedient and contrary people.”

A. God’s Stock Response to Idolatry

Deuteronomy 32:21 NKJV
They have provoked Me to jealousy by what is not God; They have moved Me to anger by their foolish idols. But I will provoke them to jealousy by those who are not a nation; I will move them to anger by a foolish nation.

B. God’s Sufficient Revelation to Gentiles

“I was sought by those who did not ask for Me; I was found by those who did not seek Me. I said, ‘Here I am, here I am,’ To a nation that was not called by My name.
