Rom 1:11; 1 Tim 4:14
Although it wasn't Apostle Paul who started the churches in Rome, he found it necessary to impact them with knowledge. Rom 1:11
Most likely the churches in Rome had not been working in spiritual gifts - 1 Thess 2:8
The gifts of God are imparted into one -
Impartation is mostly done among the mature - 1 Cor 2:6 Esv
Acts 19:3 KJV 1900
And he said unto them, Unto what then were ye baptized? And they said, Unto John’s baptism.

What is impartation

Impartation has to do with the giving and receiving of spiritual gifts, blessings, healing, baptism in the Holy Spirit, etc., for the work of the ministry. It is the transference of these “gifts” from one man or woman of God to another, especially through the laying on of hands. There is an invisible flowing of spiritual ability from one to the other. That invisible flowing goes from the spirit and heart of the imparter through the arms and hands into the spirit and heart of the one having hands laid on them.

What to impart

The wisdom 1 Cor 2:13; 2:6 ESV
The secret knowledge 1 Cor 2: 7 ESV
Grace is also imparted Eph 4:29 NKJV

The origin of Impartation

God Imparted Moses on the way in the wilderness - Tree burning but the leaves were not burnt.
Moses was imparted at Sinai
The Elders was imparted when they were advice to briing dry rod. God gave the moses spirit
Elisha was imparted
Impartation
The imparter must be close to the imparted - 1 Thess 2:8 NKJV
In impartation power is transfer
