Hebrews 10:5-9 quotes 40:6-8 and applies the passage to Christ, which makes this a Messianic psalm.
Some see the birth of Christ in verse 7,
His sinless life in verse 8, and
His sacrificial death in verse 6. However,
it was first of all a psalm about David and his needs and how the Lord met them,

That the Lord thinks about us - me - there are two things in that thought that I find comforting and encouraging
How much he thinks about us - One writer said, "they are incessant" I have friends and family that I only get to see once or twice a year, so I put up pictures, or hold on to things they have given me to help me remember them - because I can't think of them all the time - nor can they think of me all the time, as half the time I am sleeping and the rest of the time I am taken up with life and my family but every once in a while they will come to my mind and I will think about them. But God never stops thinking about us - in fact he told Israel, he had engraved them on his hands to help him remember
How God thinks about us - He thinks in wisdom and ability - sometimes I am confronted with issues of my own or someone else's that I have no idea how to help or fix -
I love what Adam Clarke said on this verse - The words are very emphatic; Adonai, my prop, my support, thinketh, meditateth, upon me. On which he concludes: “Thou art my help and deliverer.” Seeing that my miserable state occupies thy heart, it will soon employ thy hand. Thou, who meditatest upon me, wilt deliver me.
David suggests, by his use of think of me (40:17), that now would be a good time for God to carry out what He has planned (40:5; the Hebrew words for think of me and planned are related).

Take Care of me
To provide for me
To meet my needs
To guide me spiritually
To check me when I get out of line
To bless and help me bless others
