@LEVEL FOUR = A believer has a biblical responsibility to submit to and obey the governing authorities.

@LEVEL FOUR = Government is ordained by God for the maintenance of order, the punishment of evil and the promotion of good in the world.

@LEVEL THREE = 4.  Our testimony before a lost world must remain untarnished if we hope to make a lasting change.
