Paul starts his writing about the Gospel to explain the reality of Sin in the lives of people.
Sin results in our guilt before God as our Judge.
Wrath of God (Rom 1:18)

For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who by their unrighteousness suppress the truth.

Wrath - “divine punishment based on God’s angry judgment against someone—‘to punish, punishment.’” (Louw, Nida)
Revealed - “to cause something to be fully known—‘to reveal, to disclose, to make fully known, revelation.’” (Louw, Nida)
ungodliness - “in general ἀσέβεια is understood vertically as a lack of reverence for deity and hallowed institutions as displayed in sacrilegious words and deeds: impiety;” (BDAG)
Unrighteous - “an activity which is unjust—‘unjust deed, unrighteousness, doing what is unjust.’” (Louw, Nida)
Men - “a human being (normally an adult)—(in the singular) ‘person, human being, individual,’ (in the plural) ‘people, persons, mankind.’” (Louw, Nida)
Plural sense in our text
For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of people who suppress the truth by their unrighteousness,

Suppress the truth - “to prevent someone from doing something by restraining or hindering—‘to prevent, to hinder, to restrain, to keep from.” (Louw, Nida) - by their Unrighteousness.
God has chosen to reveal himself to mankind. (1:19-20)
For what can be known about God is plain to them, because God has shown it to them. For his invisible attributes, namely, his eternal power and divine nature, have been clearly perceived, ever since the creation of the world, in the things that have been made. So they are without excuse.

God plainly revealed himself to mankind in creation.
Mankind rejected the truth and lives in Sin (1:21-23)
For although they knew God, they did not honor him as God or give thanks to him, but they became futile in their thinking, and their foolish hearts were darkened. Claiming to be wise, they became fools, and exchanged the glory of the immortal God for images resembling mortal man and birds and animals and creeping things.

God gave them up to live out their Sin (1:24-32)

Humanity is given over to live out our sinful desires.
If any human were honest, we could easily look through the sins listed here by Paul and see that we have sinned.
God’s judgment is Just. (Romans 2:1-11)

Are we doing the sins that we see/judge others for doing (2:1—2)
Therefore you have no excuse, O man, every one of you who judges. For in passing judgment on another you condemn yourself, because you, the judge, practice the very same things. We know that the judgment of God rightly falls on those who practice such things.

If we are judging others as sinful are we doing the same thing. If yes, then we will be judged by God as well.
God will rightly judge mankind for their sins.
Do you suppose, O man—you who judge those who practice such things and yet do them yourself—that you will escape the judgment of God? Or do you presume on the riches of his kindness and forbearance and patience, not knowing that God’s kindness is meant to lead you to repentance? But because of your hard and impenitent heart you are storing up wrath for yourself on the day of wrath when God’s righteous judgment will be revealed.

Presume on God’s kindness.
We remain in the condition of receiving the judgment/wrath of God because of our hard and impenitent heart.
Hard - “a stubborn attitude with regard to any change in behavior—‘stubbornness.’” (Louw, Nida)
Impenitent - “pertaining to not being repentant—‘unrepentant, not turning to God, refusing to turn to God.’” (Louw, Nida)
Whoever believes in the Son has eternal life; whoever does not obey the Son shall not see life, but the wrath of God remains on him.

Our response to God
He will render to each one according to his works: to those who by patience in well-doing seek for glory and honor and immortality, he will give eternal life; but for those who are self-seeking and do not obey the truth, but obey unrighteousness, there will be wrath and fury. There will be tribulation and distress for every human being who does evil, the Jew first and also the Greek, but glory and honor and peace for everyone who does good, the Jew first and also the Greek. For God shows no partiality.

Right relationship with God is through Obedience. (2:12-13)
For all who have sinned without the law will also perish without the law, and all who have sinned under the law will be judged by the law. For it is not the hearers of the law who are righteous before God, but the doers of the law who will be justified.

Doers of the Law that are Justified.
Hearers - “In rendering Ro 2:13, it may be necessary to specify certain limitations with regard to being ‘hearers,’ for example, ‘for not just those who listen to the Law are righteous in God’s sight’ or ‘for those who merely listen to the Law are not the ones who are righteous in God’s sight.’” (Louw, Nida)
Doer - “one who does—‘doer.’ οἱ ποιηταὶ νόμου δικαιωθήσονται ‘these who do what the Law requires will be put right (with God)’ Ro 2:13.” (Louw, Nida)
Justified - “to demonstrate that something is morally right—‘to show to be right, to prove to be right.’” (Louw, Nida)
Paul’s point is that if you want to be righteous through the works of the Law, you must do what the law requires.
For all who rely on works of the law are under a curse; for it is written, “Cursed be everyone who does not abide by all things written in the Book of the Law, and do them.” Now it is evident that no one is justified before God by the law, for “The righteous shall live by faith.”

Obedience to the Law and circumcision of the heart. (2:28-29)
For no one is a Jew who is merely one outwardly, nor is circumcision outward and physical. But a Jew is one inwardly, and circumcision is a matter of the heart, by the Spirit, not by the letter. His praise is not from man but from God.

To be God’s people is not about outward appearance (Jew, Law, Circumcision) , but a matter of the Heart.

What then? Are we Jews any better off? No, not at all. For we have already charged that all, both Jews and Greeks, are under sin,

Gentiles - We did not know. We don’t have the Law. God revealed himself in Creation and conscience.
Jews - We are Jews, have the Law, and are circumcised. Obedience to the Law and circumcision of the heart.
Under - “a marker of a controlling person, institution, or power—‘under, under the control of, under obligation to.” (Louw, Nida)
Sin -”the moral consequence of having sinned—‘guilt, sin.’” (Louw, Nida)
Part of this is “giving them up”, in 1:24, 26, and 28.
For God has consigned all to disobedience, that he may have mercy on all.

No one will be justified by the Law.
Now we know that whatever the law says it speaks to those who are under the law, so that every mouth may be stopped, and the whole world may be held accountable to God. For by works of the law no human being will be justified in his sight, since through the law comes knowledge of sin.

The first thing we need to understand about the gospel is the reality of our sin.
God’s wrath is revealed because of the ungodly and unrighteousness of men. (1:18)
Although God revealed himself plainly to man, they turned against Him.
God will rightly judge all.
Jews thought they were right with God because they have the law or circumcision, but it is only the obedience of the Law and circumcision of the heart that makes one right with God.
All, both Jews and Gentiles, are under sin and will be judged rightly by God.
We are all under Sin
For God has consigned all to disobedience, that he may have mercy on all.
