@LEVEL TWO = 1B.  Emphasis Is On Quality

@LEVEL THREE = "New" = Not new in time, but quality

@LEVEL THREE = Fulfills the law

@SCRIPTURE = Romans 13:10

@SCRIPTURE = "Love does no harm to its neighbor.  Therefore love is the fulfillment of the law.

@LEVEL TWO = 2B.  Origin Is Salvation
