Justification by Faith, not works of the Law (3:21-5:21)
But now the righteousness of God has been manifested apart from the law, although the Law and the Prophets bear witness to it— the righteousness of God through faith in Jesus Christ for all who believe. For there is no distinction:

For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who by their unrighteousness suppress the truth.

God justifies...

Through Jesus… (24-25)

Emphasizes the benefits of Jesus sacrifice on the cross (our forgiveness, freedom from sin, and restored relationship with God) them the punishment and penalty he endured.

The free gift offered by God through Jesus Christ is received by putting our faith, trust, and loyalty to Jesus.
Through offering salvation God remains perfectly just and can justify sinful people.

God of Jews and Gentiles
29 Or is God the God of Jews only? Is he not the God of Gentiles also? Yes, of Gentiles also, 30 since God is one—who will justify the circumcised by faith and the uncircumcised through faith. 31 Do we then overthrow the law by this faith? By no means! On the contrary, we uphold the law.

Both Jews and Gentiles are saved by faith in God through Christ.
It was always God’s way to save through Faith and not through the works of the Law. Paul proves this through looking at Abraham.

He believed God even when it looked impossible to him.

It was God who counted righteousness to Abraham because he believed and trusted in God to fulfill his promises.
It is through Faith that God accredits us with righteousness.
16 That is why it depends on faith, in order that the promise may rest on grace and be guaranteed to all his offspring—not only to the adherent of the law but also to the one who shares the faith of Abraham, who is the father of us all, 17 as it is written, “I have made you the father of many nations”—in the presence of the God in whom he believed, who gives life to the dead and calls into existence the things that do not exist.

Paul writes that the same way in which Abraham was accredited righteousness is the same way we all are accredited righteous. Abraham was accredited righteous because of faith not works of the law.
23 But the words “it was counted to him” were not written for his sake alone, 24 but for ours also. It will be counted to us who believe in him who raised from the dead Jesus our Lord, 25 who was delivered up for our trespasses and raised for our justification.

Although we all sinned and fall short of God’s glory, God justifies us by grace as a free gift through Jesus Christ substitute death on the cross and it is received by faith.
Salvation through faith was always God’s way of justifying sinful people. Abraham was accredited righteous by God because he believed and trusted in God.
When we believe in/put faith in God, we are written in the terms of being “In Christ”. In Christ we have:
