Universal Righteousness
For the Scripture says, “Everyone who believes in him will not be put to shame.” For there is no distinction between Jew and Greek; for the same Lord is Lord of all, bestowing his riches on all who call on him. For “everyone who calls on the name of the Lord will be saved.”

He bestows his riches on all who call on him.
Riches - “(a figurative extension of meaning of πλουτέωb ‘to become rich,’ 57.28) to give generously of one’s wealth—‘to be generous, to give of one’s wealth.’” (Louw, Nida)

Isaiah is prophesying the salvation of the Lord coming to Israel. This is a lead in to the Suffering Servant (Isa 52:13-53:12)
The Idea of the OT is when a messenger is spotted coming with a message of peace.
Paul is referring to the message (Gospel) for salvation and peace with God.
And how are they to preach unless they are sent? As it is written, “How timely is the arrival of those who proclaim the good news.”

Timely - “pertaining to a point of time which is particularly appropriate—‘timely, happening at the right time.’” (Louw, Nida)
The coming of Jesus and the proclamation of the Gospel is beautiful and timely.
What is Paul saying about everyone? (vs. 13)

The Sinner must call on the Lord to be saved. (14a)

The Sinner must believe in order to call. (14b)
Believe - “to trust in Jesus v. — to trust in Jesus as contained in the content of the Gospel.” (Bible sense)
The Sinner must hear in order to believe. (14c-15)

Isaiah 53:1 (16) - talking about the suffering servant.
Who has believed what he has heard from us? And to whom has the arm of the Lord been revealed?

Isaiah 65:1-2 (20-21) -
I was ready to be sought by those who did not ask for me; I was ready to be found by those who did not seek me. I said, “Here I am, here I am,” to a nation that was not called by my name. I spread out my hands all the day to a rebellious people, who walk in a way that is not good, following their own devices; a people who provoke me to my face continually, sacrificing in gardens and making offerings on bricks; who sit in tombs, and spend the night in secret places; who eat pig’s flesh, and broth of tainted meat is in their vessels; who say, “Keep to yourself, do not come near me, for I am too holy for you.” These are a smoke in my nostrils, a fire that burns all the day. Behold, it is written before me: “I will not keep silent, but I will repay; I will indeed repay into their lap both your iniquities and your fathers’ iniquities together, says the Lord; because they made offerings on the mountains and insulted me on the hills, I will measure into their lap payment for their former deeds.” Thus says the Lord: “As the new wine is found in the cluster, and they say, ‘Do not destroy it, for there is a blessing in it,’ so I will do for my servants’ sake, and not destroy them all. I will bring forth offspring from Jacob, and from Judah possessors of my mountains; my chosen shall possess it, and my servants shall dwell there.
“I was ready to be sought by those who did not ask for me; I was ready to be found by those who did not seek me. I said, “Here I am, here I am,” to a nation that was not called by my name. Moses predicted this (10:19) (see Deut 32:21)
They have made me jealous with what is no god; they have provoked me to anger with their idols. So I will make them jealous with those who are no people; I will provoke them to anger with a foolish nation.

Paul will expound on this thought of jealousy in ch 11.

Although the Israelites heard and understood the Gospel, not all came to believe. Why didn’t they believe, because they tried to be righteous through the Law not faith. (10:1-4) As God is bringing in the Gentiles (that were not his people), He is desiring the Jews to be jealous of the Gentile believers and desire to have a relationship with God through Faith.
Faith (17)
“So faith comes from hearing, and hearing through the word of Christ.” (Romans 10:17, ESV)
Faith - “to believe to the extent of complete trust and reliance—‘to believe in, to have confidence in, to have faith in, to trust, faith, trust.’” (Louw, Nida)
Hearing - “‘to hear, hearing.’” (Louw, Nida)
Word of Christ - “word (statement) n. — a brief statement. ‘word (statement) of God’” (Biblical Sense)
The faith comes through the revealed word read or proclaimed. When a person believes the word revealed they call out to the Lord. God in his mercy and grace saves the repentant sinner.

We (the Church) have the revealed word of God (Gospel) to proclaim to those in our circle of influence. Through the proclamation of God’s word, understanding and belief are developing in the hearer. That will bring about faith that they may call out to God and be saved.
This is the Mission of the Church.
