1 The Spirit of the Lord God is upon me, because the Lord has anointed me to bring good news to the poor; he has sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to those who are bound; 2 to proclaim the year of the Lord’s favor, and the day of vengeance of our God; to comfort all who mourn;

In suggesting that he is a prophet, Jesus is making it clear that he is acting as God’s spokesperson.
The “prophet” proclaimed the message given to him, as the “seer” beheld the vision of God. (See Num. 12:6, 8.) Thus a prophet was a spokesman for God; he spake in God’s name and by his authority (Ex. 7:1). He is the mouth by which God speaks to men (Jer. 1:9; Isa. 51:16), and hence what the prophet says is not of man but of God (2 Pet. 1:20, 21; comp. Heb. 3:7; Acts 4:25; 28:25).

This word appears 54 times in the NT with its primary translation being preach. Only here and in Rev 14:6 is it translated proclaim.
The sense of the word is about bringing positive news to those who are disadvantaged.

Implications and Application

Jesus changes everything

liberty

While the ESV translates this word as liberty, the LEB speaks about sending people out in freedom.

The prophetic ministry of Jesus cannot be ignored

But it can be rejected, even by those who should believe
