Who is involved? descendants of Anak. An unusually tall people that inhabited Canaan before the Israelite conquest.
The Anakim, like the Nephilim and the Rephaim, were known for their height (Num 13:33; Gen 6:4; Deut 2:10–11, 21; 9:2). They are particularly associated with the city of Hebron (Num 13:22; Josh 15:14; Judg 1:20). Three chiefs of Hebron are noted as descendants of Anak, who in turn was the son of Arba—after whom Hebron was called Kiriath Arba, “the city of Arba” (Josh 15:13; 21:11).

Gods promise 25 This day I will begin to put the dread and fear of you on the peoples who are under the whole heaven, who shall hear the report of you and shall tremble and be in anguish because of you.

26-37
Where? Heshbon, A town east of Jerusalem that was capital of the kingdom of King Sihon.
who? Sihon king of Heshbon
Gods command? Tell the people to pass through your land, and go by the road only, buy food and water. ( take his land )kill all the people.
God’s promise will give you the land of Heshbon. give all the livestock, and good they could take.
Lesson? His description reflects two key principles involved in the biblical perspective on historical events. (1) As Sovereign over all nations and over all historical events, Yahweh delivered Sihon into Israel’s hands. It is assumed that Sihon’s gods could not defend him. (2) The victory was achieved by concentrated human effort. Moses notes three specific actions: they captured every one of Sihon’s fortifications,10 they completely annihilated the populations of every town,11 but they excluded the animals and the property from the law of ḥērem and claimed them as booty
