Sheepherd in Jesus day was dedicated, courageous, and vigilant. In the OT God and his messiah were designated as Shepherds. In Jesus’ day they were considered vulgar and lower class.

2. A hired hand is not vested / the sheep doesn’t belong to him

Maybe priest, fake shepherds (in it for selfish gain)
The watchman’s presence / undershepherd suggested a large pen with several flocks
