That is, it is not the children of the flesh who are children of God, but the children of the promise are regarded as descendants.
Just because Israelites were citizens with fleshly ethnic connections to the Nation of Israel (whom God called to carry out the promises and through whom the Messiah would/had come) -- that did not mean God’s plans and promises were failing. The promise was to the nation of Israel -- not about salvation to individual Jews.
