When Matthew speaks regarding the promises, he is pointing to Jesus as this promised Messiah that the Jews were very familiar with
Even the Jewish scholars knew that he would be born in Bethlehem
They point to Jesus as the deliver of the world and the God of creation and the perfect ruler of his people
Most of the Jews didn’t get that, and most people in general don’t get that.
