A esperança será retomada com o envio de um novo Messias (v.1)
1a) Do tronco de Jessé sairá um rebento,
1b) e das suas raízes, um renovo.
From the stump that represented the Davidic line of kingship would come a new shoot, a new growth. This new king would be empowered with God’s spirit. His reign would be just and peaceful.
O Messias será equipado com os dons do Espírito Santo (v. 2)
2a) Repousará sobre ele o Espírito do Senhor,
2b) o Espírito de sabedoria e de entendimento,
2c) o Espírito de conselho e de fortaleza,
2d) o Espírito de conhecimento e de temor do Senhor.
11:2 This verse describes the characteristics of an ideal ruler (see 1 Sam 16:13; Deut 1:13; 1 Kgs 3:9). Wisdom, understanding, knowledge, and fear of Yahweh were key components of righteous living (see Prov 1:7; 2:5; Psa 14:4).
GIFTS OF THE HOLY SPIRIT: Permanent dispositions that make us docile to follow the promptings of the Holy Spirit. The traditional list of seven gifts of the Spirit is derived from Isaiah 11:1–3: wisdom, understanding, knowledge, counsel, piety, fortitude, and fear of the Lord (1830).
1830 The moral life of Christians is sustained by the gifts of the Holy Spirit. These are permanent dispositions which make man docile in following the promptings of the Holy Spirit.
They complete and perfect the virtues of those who receive them. They make the faithful docile in readily obeying divine inspirations.

Three pairs of characteristics would mark him. They denote his intellectual, practical, and religious strength. He would operate with a reverential awe, a fear, of the Lord.
A ação do Messias no mundo (vv. 3-5)
3a) Deleitar-se-á no temor do Senhor;
The “fear of the Lord” (v. 3) is not a craven fear of God. It is the reverential awe that one has in the presence of God. Both the “fear of the Lord” and the “knowledge of the Lord” (v. 9) have to do with piety or religion. It is the knowledge of God derived from experience with him.
O conceito "temor do Senhor" ocorre com maior destaque do Antigo Testamento, na Literatura da Sabedoria, onde é descrito como o princípio da sabedoria (Pv 9:10) e a responsabilidade de toda a humanidade (Ec 12:13).
