“Yet even now,” declares the Lord, “return to me with all your heart, with fasting, with weeping, and with mourning; and rend your hearts and not your garments.”
Joel 2:12–13 (ESV)
Return to the Lord your God, for he is gracious and merciful, slow to anger, and abounding in steadfast love; and he relents over disaster.
Remember that in in v. 18 God declares his mercy on his people.
Drives out enemies
Restores rain to the land
Plants and trees will again flourish.
But our passage,
God declares another aspect of the promised restoration.

For the palace is forsaken, the populous city deserted; the hill and the watchtower will become dens forever, a joy of wild donkeys, a pasture of flocks; until the Spirit is poured upon us from on high, and the wilderness becomes a fruitful field, and the fruitful field is deemed a forest.
For I will pour water on the thirsty land, and streams on the dry ground; I will pour my Spirit upon your offspring, and my blessing on your descendants. They shall spring up among the grass like willows by flowing streams.
And I will put my Spirit within you, and cause you to walk in my statutes and be careful to obey my rules. You shall dwell in the land that I gave to your fathers, and you shall be my people, and I will be your God.
Jesus promises the Spirit to come. (In John)
But you will receive power when the Holy Spirit has come upon you, and you will be my witnesses in Jerusalem and in all Judea and Samaria, and to the end of the earth.”

Mistaken Thoughts:
To read this promise as “give you the Holy Spirit,
b/c he is not here now.”
This is mistaken.
“The Holy Spirit was not active in the OT.”
Or “that the Holy Spirit did not indwell believers in the OT.”
Though the Old Testament said much about the Spirit’s activity in
Creation (e.g., Gen. 1:2; Ps. 33:6),
revelation (e.g., Isa. 61:1–6; Mic. 3:8),
enabling for service (e.g., Exod. 31:2–6; Judg. 6:34; 15:14–15; Isa. 11:2), and
inward renewal (e.g., Ps. 51:10–12; Ezek. 36:25–27),
This also makes sense in light of Jesus’ conversation with Nicodemus
John 3
Jesus answered him, “Truly, truly, I say to you, unless one is born again he cannot see the kingdom of God.”
Nicodemus said to him, “How can a man be born when he is old? Can he enter a second time into his mother’s womb and be born?”
Jesus answered, “Truly, truly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God.
That which is born of the flesh is flesh, and that which is born of the Spirit is spirit.
But Nicodemus is confused.
Nicodemus said to him, “How can these things be?” Jesus answered him, “Are you the teacher of Israel and yet you do not understand these things?
“For God so loved the world, that he gave his only Son, that whoever believes in him should not perish but have eternal life.
For God did not send his Son into the world to condemn the world, but in order that the world might be saved through him.

When the day of Pentecost arrived, they were all together in one place.

And they were all filled with the Holy Spirit and began to speak in other tongues as the Spirit gave them utterance.

Feast of Weeks
The Early Church. In the early church pentēkostḗ is used for the 50 days of rejoicing that begin with Easter. Since Easter is always kept on Sunday, the seven weeks end on a Sunday too. During this period there are no fasts, prayer is offered standing, catechumens are baptized, and thoughts are directed to the last things, so that pentēkostḗ can be regarded as a sign of the heavenly kingdom, to which Christ has already ascended as the firstfruits of the harvest.
The purpose of this feast was to commemorate the completion of the grain harvest.
Interesting how this is the immediate context of Joel as well.
Restored crops and rain.
“At first, God would send the needed rains, but afterward he would send a downpour of his Holy Spirit.”
Fulfills Num. 11:29
But Moses said to him, “Are you jealous for my sake? Would that all the Lord’s people were prophets, that the Lord would put his Spirit on them!”
And the believers from among the circumcised who had come with Peter were amazed, because the gift of the Holy Spirit was poured out even on the Gentiles.

The outpouring of the Spirit is the beginning of the last days.
And this is the time when Jesus is not on earth, nor in the grave...
he is enthroned in heaven...
reigning over all things.
What is different?
Jesus has come, died, and rose from the dead.
It is the Spirit that points to Jesus and makes him known.
When the Spirit of truth comes, he will guide you into all the truth, for he will not speak on his own authority, but whatever he hears he will speak, and he will declare to you the things that are to come.
He will glorify me, for he will take what is mine and declare it to you.
