in verses 1-7, God makes a great offer of mercy to the people of Israel despite their past evil behavior.

I have abundance for you
just seek the Lord while he may be found, call upon him while he is near
it’s so amazing what God is offering, and promising to them, if they only return to him . . .
that God basically says, “This offer is so good, I know that you are shocked, probably in disbelief, can’t even imagine me being this good, merciful.
Can’t see how or why I would turn things around for you like this

buy my thoughts are not your thoughts, nor your ways my ways . . . .
AND

just trust my word, this word . .
trust that my word is true, for my word always accomplishes what I want it to
if I say it, it’s going to happen,
if I say it’s possible, it’s possible
my word will not return void, it always produces fruit
so don’t try to reason it out, or figure out how it can/will be done . . .
just trust my word and come back to me
in their situation, and in our situation . . .
God is so different, that it is futile to try to reason it out, or figure out how it can/will be done . . .
we must just trust His Word!
