John 3:33 (NASB95) — 33 “He who has received His testimony
Enhanced Strong’s Lexicon 3141 μαρτυρία

3141 μαρτυρία [marturia /mar·too·ree·ah/] n f. From 3144; TDNT 4:474; TDNTA 564; GK 3456; 37 occurrences; AV translates as “witness” 15 times, “testimony” 14 times, “record” seven times, and “report” once. 1 a testifying. 1A the office committed to the prophets of testifying concerning future events. 2 what one testifies, testimony, i.e. before a judge.

The message is no universally rejected as in verse 32 by itself might lead one to believe.
there are those hold outs who do not reject the message.
They have ears to hear, they have heard the message and they accept the witness of Jesus. that He is the son of the living God who comes down from above.
those that reject the message, have called God a liar and do not have the truth in us.
1 John 1:10 (NASB95) — 10 If we say that we have not sinned, we make Him a liar and His word is not in us.
1 John 5:10–12 (NASB95) — 10 The one who believes in the Son of God has the testimony in himself; the one who does not believe God has made Him a liar, because he has not believed in the testimony that God has given concerning His Son. 11 And the testimony is this, that God has given us eternal life, and this life is in His Son. 12 He who has the Son has the life; he who does not have the Son of God does not have the life.
But those who do have been God puts his stamp, secures him into position with Him.

The Seal here is a metaphor of one who attests that Jesus Christ is Lord.

For those who are seeking another means to salvation a part from Christ, and those who stand upon anything and call themselves righteous before God, are doomed to eternal Judgment.
