Your grumbling is not against us but against the Lord.” Then Moses said to Aaron, “Say to the whole congregation of the people of Israel, ‘Come near before the Lord, for he has heard your grumbling.’ ”
Exodus 16:11–12 ESV

Matthew 13:16–17 ESV
But blessed are your eyes, for they see, and your ears, for they hear. For truly, I say to you, many prophets and righteous people longed to see what you see, and did not see it, and to hear what you hear, and did not hear it.
John 5:24 ESV
Truly, truly, I say to you, whoever hears my word and believes him who sent me has eternal life. He does not come into judgment, but has passed from death to life.

The gospel must not only be heard but accepted and acted on

Matthew 7:24–27 ESV
“Everyone then who hears these words of mine and does them will be like a wise man who built his house on the rock. And the rain fell, and the floods came, and the winds blew and beat on that house, but it did not fall, because it had been founded on the rock. And everyone who hears these words of mine and does not do them will be like a foolish man who built his house on the sand. And the rain fell, and the floods came, and the winds blew and beat against that house, and it fell, and great was the fall of it.”
Mark 4:14–20 ESV
The sower sows the word. And these are the ones along the path, where the word is sown: when they hear, Satan immediately comes and takes away the word that is sown in them. And these are the ones sown on rocky ground: the ones who, when they hear the word, immediately receive it with joy. And they have no root in themselves, but endure for a while; then, when tribulation or persecution arises on account of the word, immediately they fall away. And others are the ones sown among thorns. They are those who hear the word, but the cares of the world and the deceitfulness of riches and the desires for other things enter in and choke the word, and it proves unfruitful. But those that were sown on the good soil are the ones who hear the word and accept it and bear fruit, thirtyfold and sixtyfold and a hundredfold.”
Romans 2:13 ESV
For it is not the hearers of the law who are righteous before God, but the doers of the law who will be justified.

Does he who supplies the Spirit to you and works miracles among you do so by works of the law, or by hearing with faith—
1 Thessalonians 2:13 ESV
And we also thank God constantly for this, that when you received the word of God, which you heard from us, you accepted it not as the word of men but as what it really is, the word of God, which is at work in you believers.
Hebrews 4:2 ESV
For good news came to us just as to them, but the message they heard did not benefit them, because they were not united by faith with those who listened.
James 1:22–24 ESV
But be doers of the word, and not hearers only, deceiving yourselves. For if anyone is a hearer of the word and not a doer, he is like a man who looks intently at his natural face in a mirror. For he looks at himself and goes away and at once forgets what he was like.

It is God who grants effective hearing

Proverbs 20:12 ESV
The hearing ear and the seeing eye, the Lord has made them both.
Isaiah 50:5 ESV
The Lord God has opened my ear, and I was not rebellious; I turned not backward.

2 Thessalonians 2:13–14 ESV
But we ought always to give thanks to God for you, brothers beloved by the Lord, because God chose you as the firstfruits to be saved, through sanctification by the Spirit and belief in the truth. To this he called you through our gospel, so that you may obtain the glory of our Lord Jesus Christ.

Some people refuse to hear God’s word

Isaiah 42:18–20 ESV
Hear, you deaf, and look, you blind, that you may see! Who is blind but my servant, or deaf as my messenger whom I send? Who is blind as my dedicated one, or blind as the servant of the Lord? He sees many things, but does not observe them; his ears are open, but he does not hear.
Jeremiah 6:10 ESV
To whom shall I speak and give warning, that they may hear? Behold, their ears are uncircumcised, they cannot listen; behold, the word of the Lord is to them an object of scorn; they take no pleasure in it.
Ezekiel 12:2 ESV
“Son of man, you dwell in the midst of a rebellious house, who have eyes to see, but see not, who have ears to hear, but hear not, for they are a rebellious house.

and will turn away from listening to the truth and wander off into myths.

Isaiah 6:9–10 ESV
And he said, “Go, and say to this people: “ ‘Keep on hearing, but do not understand; keep on seeing, but do not perceive.’ Make the heart of this people dull, and their ears heavy, and blind their eyes; lest they see with their eyes, and hear with their ears, and understand with their hearts, and turn and be healed.”
Isaiah 29:10 ESV
For the Lord has poured out upon you a spirit of deep sleep, and has closed your eyes (the prophets), and covered your heads (the seers).
Matthew 13:10–15 ESV
Then the disciples came and said to him, “Why do you speak to them in parables?” And he answered them, “To you it has been given to know the secrets of the kingdom of heaven, but to them it has not been given. For to the one who has, more will be given, and he will have an abundance, but from the one who has not, even what he has will be taken away. This is why I speak to them in parables, because seeing they do not see, and hearing they do not hear, nor do they understand. Indeed, in their case the prophecy of Isaiah is fulfilled that says: “ ‘ “You will indeed hear but never understand, and you will indeed see but never perceive.” For this people’s heart has grown dull, and with their ears they can barely hear, and their eyes they have closed, lest they should see with their eyes and hear with their ears and understand with their heart and turn, and I would heal them.’
John 8:43 ESV
Why do you not understand what I say? It is because you cannot bear to hear my word.
Acts 28:26–27 ESV
“ ‘Go to this people, and say, “You will indeed hear but never understand, and you will indeed see but never perceive.” For this people’s heart has grown dull, and with their ears they can barely hear, and their eyes they have closed; lest they should see with their eyes and hear with their ears and understand with their heart and turn, and I would heal them.’
Romans 11:8 ESV
as it is written, “God gave them a spirit of stupor, eyes that would not see and ears that would not hear, down to this very day.”

The first Christians witnessed to what they had heard

Acts 4:20 ESV
for we cannot but speak of what we have seen and heard.”
Acts 22:14–15 ESV
And he said, ‘The God of our fathers appointed you to know his will, to see the Righteous One and to hear a voice from his mouth; for you will be a witness for him to everyone of what you have seen and heard.
Hebrews 2:3 ESV
how shall we escape if we neglect such a great salvation? It was declared at first by the Lord, and it was attested to us by those who heard,

Mark 7:35–37 ESV
And his ears were opened, his tongue was released, and he spoke plainly. And Jesus charged them to tell no one. But the more he charged them, the more zealously they proclaimed it. And they were astonished beyond measure, saying, “He has done all things well. He even makes the deaf hear and the mute speak.”

The dead will hear the voice of the Son of God

John 5:25 ESV
“Truly, truly, I say to you, an hour is coming, and is now here, when the dead will hear the voice of the Son of God, and those who hear will live.
John 5:28–29 ESV
Do not marvel at this, for an hour is coming when all who are in the tombs will hear his voice and come out, those who have done good to the resurrection of life, and those who have done evil to the resurrection of judgment.
John 11:43–44 ESV
When he had said these things, he cried out with a loud voice, “Lazarus, come out.” The man who had died came out, his hands and feet bound with linen strips, and his face wrapped with a cloth. Jesus said to them, “Unbind him, and let him go.”
