In this context, Jesus is responding to the questions that surge in the hearts of religious people around how he does things. To them, Jesus was willy-nilly handing out something he wasn’t theologically permitted to do- God’s forgiveness with no strings attached. Instead of observing the “thoughts of the heart” of a teacher who would heal the heart before healing the body, they had some very zealous questions they were considering.
