We did not finish last week and I’m sure we will not finish this week, so this will be part I of what may be II or maybe III messages, we will see, so I need to go back to do a reminder of (vv.1-8) which is as far as we got last week.
Jews had privilege without the right perception. We stopped along the way in the passage and discussed the importance of more than hearing, but believing, applying, obeying God’s Word. And they the Jews (and us too) are all guilty of breaking God’s laws.
We finished with reading passage for the next section and need to start there.

Presentation - all under sin

Guilty, Paul now changes to a court of law view, so join me and let’s see what is going on in the court.
Romans 3:9–10 NASB95
9 What then? Are we better than they? Not at all; for we have already charged that both Jews and Greeks are all under sin; 10 as it is written, There is none righteous, not even one;
Romans 3:11–12 NASB95
11 There is none who understands, There is none who seeks for God; 12 All have turned aside, together they have become useless; There is none who does good, There is not even one.”
Romans 3:13–14 NASB95
13 Their throat is an open grave, With their tongues they keep deceiving,” The poison of asps is under their lips”; 14 Whose mouth is full of cursing and bitterness”;
Romans 3:15–16 NASB95
15 Their feet are swift to shed blood, 16 Destruction and misery are in their paths,
Romans 3:17–18 NASB95
17 And the path of peace they have not known.” 18 There is no fear of God before their eyes.”
Anything stick out, any words to define?
Paul is very bold about something (v.9), what is it?
(Insert a mountain of evidence picture here)
He goes on to lay out the evidence (vv.10-18), lets look and see what the evidence he presents is.
None righteous (v.10)
None understand (v.11); none seek God (v.11)
All have turned away (v.12); none do good (v.12)
Throat open grave (v.13); their tongues keep deceiving (v.13)
Mouth full of cursing, bitterness (v.14)
Swift to shed blood (v.15)
Destruction, misery are their path (v.16)
They know no peace (v.17)
They have no fear of God (v.18)
Now, I mentioned that our passage tonight is full in implications of other scripture or scripture itself, so here we got with the character of the sin mentioned (vv.10-12). Keep in mind court setting and the Jews are the ones on trial here with a mountain of evidence being presented.
The court proceeding
OK, here we go, Paul is speaking to Jewish Christians in Rome, they would be very familiar with all his references, inferences, so I need to put those before you.
Charges - none righteous (Ps14:1-3)
Psalm 14:1–3 NASB95
1 The fool has said in his heart, “There is no God.” They are corrupt, they have committed abominable deeds; There is no one who does good. 2 The Lord has looked down from heaven upon the sons of men To see if there are any who understand, Who seek after God. 3 They have all turned aside, together they have become corrupt; There is no one who does good, not even one.
Opening statement - All have turned away (Ps53:1-3)
Psalm 53:1–3 NASB95
1 The fool has said in his heart, “There is no God,” They are corrupt, and have committed abominable injustice; There is no one who does good. 2 God has looked down from heaven upon the sons of men To see if there is anyone who understands, Who seeks after God. 3 Every one of them has turned aside; together they have become corrupt; There is no one who does good, not even one.
Indictment - Because of their throats (Ps59:9)
Indictment is formal charge brought
Psalm 59:9 NASB95
9 Because of his strength I will watch for You, For God is my stronghold.
Impeached testimony - (Ps5:9)
impeached calls into question the integrity of a practice
Psalm 5:9 NASB95
9 There is nothing reliable in what they say; Their inward part is destruction itself. Their throat is an open grave; They flatter with their tongue.
Arraignment (Ps10:7)
To call or bring before court an answer to the charge (indictment)
Psalm 10:7 NASB95
7 His mouth is full of curses and deceit and oppression; Under his tongue is mischief and wickedness.
Incriminated (Isa59:1-7)
Strongly imply guilt of someone
Isa59:1-7 “1 Behold, the Lord’s hand is not so short That it cannot save; Nor is His ear so dull That it cannot hear. 2 But your iniquities have made a separation between you and your God, And your sins have hidden His face from you so that He does not hear. 3 For your hands are defiled with blood And your fingers with iniquity; Your lips have spoken falsehood, Your tongue mutters wickedness. 4 No one sues righteously and no one pleads honestly. They trust in confusion and speak lies; They conceive mischief and bring forth iniquity. 5 They hatch adders’ eggs and weave the spider’s web; He who eats of their eggs dies, And from that which is crushed a snake breaks forth. 6 Their webs will not become clothing, Nor will they cover themselves with their works; Their works are works of iniquity, And an act of violence is in their hands. 7 Their feet run to evil, And they hasten to shed innocent blood; Their thoughts are thoughts of iniquity, Devastation and destruction are in their highways.”
Implicated (Isa59:7-8)
to show someone involved in a crime
Isaiah 59:7–8 NASB95
7 Their feet run to evil, And they hasten to shed innocent blood; Their thoughts are thoughts of iniquity, Devastation and destruction are in their highways. 8 They do not know the way of peace, And there is no justice in their tracks; They have made their paths crooked, Whoever treads on them does not know peace.
Final charge, they are cited (Ps36:1)
Psalm 36:1 NASB95
1 Transgression speaks to the ungodly within his heart; There is no fear of God before his eyes.
The Jews who had an advantage because they had the law, the prophets, the promises, but the wrong perception have been found guilty in the court because they deny their own scripture. They were guilty under the law.

Under the law and pressure

The law has provided amble proof of the guilt, but there are some things the law cannot do, and we should look at too before we close.
Romans 3:19–20 NASB95
19 Now we know that whatever the Law says, it speaks to those who are under the Law, so that every mouth may be closed and all the world may become accountable to God; 20 because by the works of the Law no flesh will be justified in His sight; for through the Law comes the knowledge of sin.
(Insert under the law picture here)
Anything stick out to you, any words to define?
Who does the Law speak to (v.19)?
Who is accountable to God (v.19)?
What comes through the law (v.20)?
So, here is what the Law cannot do.
Law cannot pardon, cannot save
Law cannot justify or make righteous
Law cannot heal the sin problem
Law cannot earn anyone salvation
If the law could earn, heal, justify, pardon than Jesus died without needlessly
Galatians 2:21 NASB95
21 “I do not nullify the grace of God, for if righteousness comes through the Law, then Christ died needlessly.”
(that is not on your outline, note it down; oh hold on here is another one to note down, if fact lets turn quickly to Gal3:21-25 for it fits well with our last two verses.
Galatians 3:21–22 NASB95
21 Is the Law then contrary to the promises of God? May it never be! For if a law had been given which was able to impart life, then righteousness would indeed have been based on law. 22 But the Scripture has shut up everyone under sin, so that the promise by faith in Jesus Christ might be given to those who believe.
Galatians 3:23–24 NASB95
23 But before faith came, we were kept in custody under the law, being shut up to the faith which was later to be revealed. 24 Therefore the Law has become our tutor to lead us to Christ, so that we may be justified by faith.
Galatians 3:25 NASB95
25 But now that faith has come, we are no longer under a tutor.
Works, the law, keeping of the law could not save. It is only Gods work - love, sending Jesus, Jesus work His sacrifice, the Holy spirits work at regenerating us so that we are saved by grace through faith.
We talked what the law can, what the law cannot do and from 1:18-3:20 we have seen all the world is guilty but there is hope
Romans 10:3–4 NASB95
3 For not knowing about God’s righteousness and seeking to establish their own, they did not subject themselves to the righteousness of God. 4 For Christ is the end of the law for righteousness to everyone who believes.
The law is fulfilled, the law was nailed to the cross, and we are under God’s royal law, Jesus Christ!

Manifested!

Manifested, when you think of that word, what do you think of, what do you think it means?
Manifested: Past tense Participle, a verb. To display or show (a quality or feeling) by one’s acts or appearance, demonstrate. Be evidence, prove.
So here is where we are going this morning.
Manifest and glean from the word (Rom3:21-24)
Manifested righteousness (3:21)
Manifested comes (3:22-23)
Manifested results (3:24)

Manifested Word

Let’s look, learn, glean from the word.
Romans 3:21–22 NASB95
21 But now apart from the Law the righteousness of God has been manifested, being witnessed by the Law and the Prophets, 22 even the righteousness of God through faith in Jesus Christ for all those who believe; for there is no distinction;
Romans 3:23–24 NASB95
23 for all have sinned and fall short of the glory of God, 24 being justified as a gift by His grace through the redemption which is in Christ Jesus;
Anything stick out to you in the passage?
How is the Righteousness of God manifested (v.21)?
What is the proof of the manifestation (v.21)?
How is the righteousness of God received, through what (v.22)?
Why is the righteousness needed (v.23)?
How is man justified (v.24)?

The Manifested Righteousness

Your version may use the word “revealed” righteousness, but most have manifested and we want to focus on how the bad news becomes the good news at the manifested/revealed righteousness.
Get ready we are going to be doing some page turning this morning. and I may make a few stops along the way too. (Have someone turn to each of these as we get to them).
Romans 3:21 GNB
21 How God Puts Us Right with Him But now God’s way of putting people right with himself has been revealed. It has nothing to do with law, even though the Law of Moses and the prophets gave their witness to it.
It frees us from sin (Rom6:22)
Rom6:22 “22 But now having been freed from sin and enslaved to God, you derive your benefit, resulting in sanctification, and the outcome, eternal life.”
Remember back in 3:11-13, we so None understand, none seek God, all have turned, none do good? That is the sin, even as Christians we can entangle ourselves and need to remember that the righteousness of God that is through faith frees us from sin, frees us from the bondage of sin.
It releases from the law (Rom7:6)
Rom7:6 “6 But now we have been released from the Law, having died to that by which we were bound, so that we serve in newness of the Spirit and not in oldness of the letter.”
Again we need to remember the Jews were under the Law of Moses, and the gentiles had God’s moral law written on their hearts.
It brings us near (Eph2:13)
eph2:13 “13 But now in Christ Jesus you who formerly were far off have been brought near by the blood of Christ.”
Once separated because of the law, a dividing wall between the Jew and the Gentile, through the righteousness of God manifested in Jesus Christ that wall was broken down and all were brought near through faith!
It reconciles so can be presented Holy (Col1:22)
Col1:22 “22 yet He has now reconciled you in His fleshly body through death, in order to present you before Him holy and blameless and beyond reproach—”
Let me back up for a couple of minutes, turn back to Rom3:21
Romans 3:21 NASB95
21 But now apart from the Law the righteousness of God has been manifested, being witnessed by the Law and the Prophets,
Notice how this verse starts? It says but now.
But now shows a great transition from the bad news that all the world is guilty
Romans 3:20 NASB95
20 because by the works of the Law no flesh will be justified in His sight; for through the Law comes the knowledge of sin.
But now in (v.21) brings in righteousness of God manifested as witnessed by the Law.
But now speaks of the newness of God’s work in Jesus Christ (Guzik)
This but now is apart from the law, for the law cannot save us, but now, God reveals, manifests a righteousness that will save us, apart from the law. Apart from anything anyone can do to earn it, it is a gift that must be received through faith.
But now being witnessed by the prophets this righteousness is not anything new, it is not a novelty that Paul created, it was predicted and witnessed by the Law and the Prophets.
But now it is apart from the law, apart from the Old Testament, but that is is revealed apart from the principle of law. Again, nothing we can do to earn it.
“God’s righteousness is not offered to us as something to take up the slack between our ability to keep the law and God’s perfect standard. It is not given to supplement our own righteousness, it is given completely apart from our own attempted righteousness.” - Barclay
See the law led us to the manifested righteousness, let’s turn to Gal3:24-25 for a minute
Gal3:24-25 “24 Therefore the Law has become our tutor to lead us to Christ, so that we may be justified by faith. 25 But now that faith has come, we are no longer under a tutor.”
The law and the prophets were proclaimed until the time of John the baptizer (Lk16:16)
Crysostom says:
“Paul does not say that the righteousness of God has been given but that it has been manifested, thus destroyed the accusation that it is something new. For what is manifested is old but previously concealed . . . The Law and the Prophets foretold it.”
To sum up the manifestation/revealing; Paul paints a good picture, a good news picture:
It is proved by the Law
Revealed by the Prophets
And can only come by Faith
Let me expound just a bit more on (v.22) this manifested righteousness is communicated to man through Jesus Christ. Not through the Law (v.21), not through deeds, it is received through faith, faith in Jesus Christ.
There is no other was to obtain this righteousness except through faith. It is not earned through obedience to the law, or by any works, only gained through faith in Jesus Christ.

Manifested comes

By faith, this is nothing new you can see it in (Hab2:4; Rom1:17); Faith has an object, and that object is Jesus Christ who is available to all, without distinction through faith.
Are are equal in guilt (1:18-3:20)
All includes the Jew, Gentile, Circumcised, uncircumcised, the Barbarian, Scythian, the slave, the freeman, male and female. All is All.
It does not matter language, race, tribe, weak, poor, powerful, educated, uneducated, Economically developed or deprived, sophisticated or plain, all is all.
Romans 3:23 HCSB
23 For all have sinned and fall short of the glory of God.
All have fallen short in the past, fall short today, but God’s righteousness has been manifested resulting in:
All are equal in ability to receive redemption, redemption through faith (3:21-23)
That redemption results in justification

Manifested Results - Justification

Take a minute, think about justification, what does being justified mean to you? Understanding the gift of being justified matters. What is it? How do we get it? What are the results of it?
Romans 3:24 NASB95
24 being justified as a gift by His grace through the redemption which is in Christ Jesus;
Look how it says it in the Message.
Romans 3:24 The Message
24 God did it for us. Out of sheer generosity he put us in right standing with himself. A pure gift. He got us out of the mess we’re in and restored us to where he always wanted us to be. And he did it by means of Jesus Christ.
What is justified? - It is being put in right standing with God.
It is defined as crediting ones persons righteousness to the account of another (Jesus for ours)
Justification is a scene like in a court of law. This is a major theme Paul uses, as well as Redemption (paying a price to buy back someone) and Propitiation (appeasing God through acceptable sacrifice).
Justification solves man’s problem of guilt before a righteous judge.
Redemption solves the problem of man’s slavery to sin
Propitiation solves the problem of offending our Creator.
How are we justified? - It is as a free gift of His grace!
This is not cheap grace and we better not make it cheap. It was a great cost by the Father, and it was given to you who believe through faith in the Son. It is God’s unmerited favor poured out in the blood of the Son. 5
Why do we need to be justified? - Because we all fall short (3:23).
We fall short by not giving God the glory He deserves
We fall short when we reject the free gift of grace offered, the gift of redemption
We fall short when we cheapen grace and not live a life that is repentant and we continue to sin intentionally
We fall short when we do not continue to grow in grace, the graces given.
When are we justified? - When we put faith in Christ and obey the gospel (Act8:37-38)
Acts 8:37–38 NASB95
37 And Philip said, “If you believe with all your heart, you may.” And he answered and said, “I believe that Jesus Christ is the Son of God.” 38 And he ordered the chariot to stop; and they both went down into the water, Philip as well as the eunuch, and he baptized him.
What elements do you see in these verses? Belief, confession, and obedience, baptism. Specific believe in Jesus Christ!
What are the results of being justified? - Born again (Jn3:5); made a new creature (2Cor5:17); so we can walk in newness of life (Rom6:4).
Born again of water and Spirit, made a new creation, the old is gone the new has come, so that we can walk in the newness of life. A life that is born in righteousness, born of God through faith in Jesus Christ the Son who redeemed us and justified us as the propitiation for our sins.
Before closing this morning, one more passage about the righteousness manifested, turn with me to another passage (Tit3:4-7)
Titus 3:4–5 NASB95
4 But when the kindness of God our Savior and His love for mankind appeared, 5 He saved us, not on the basis of deeds which we have done in righteousness, but according to His mercy, by the washing of regeneration and renewing by the Holy Spirit,
Titus 3:6–7 NASB95
6 whom He poured out upon us richly through Jesus Christ our Savior, 7 so that being justified by His grace we would be made heirs according to the hope of eternal life.
When he appeared, when he was manifested, He saved us according to His mercy! Through the Holy Spirit He poured out upon us richly! To the end, hope of eternal life having been justified by His grace!
The bad news, we are all sinners, Paul brings about the good news, that the righteousness of God has been manifested so that we may be justified by His grace through faith.
