Leviticus 5:1–13 ESV
“If anyone sins in that he hears a public adjuration to testify, and though he is a witness, whether he has seen or come to know the matter, yet does not speak, he shall bear his iniquity; or if anyone touches an unclean thing, whether a carcass of an unclean wild animal or a carcass of unclean livestock or a carcass of unclean swarming things, and it is hidden from him and he has become unclean, and he realizes his guilt; or if he touches human uncleanness, of whatever sort the uncleanness may be with which one becomes unclean, and it is hidden from him, when he comes to know it, and realizes his guilt; or if anyone utters with his lips a rash oath to do evil or to do good, any sort of rash oath that people swear, and it is hidden from him, when he comes to know it, and he realizes his guilt in any of these; when he realizes his guilt in any of these and confesses the sin he has committed, he shall bring to the Lord as his compensation for the sin that he has committed, a female from the flock, a lamb or a goat, for a sin offering. And the priest shall make atonement for him for his sin. “But if he cannot afford a lamb, then he shall bring to the Lord as his compensation for the sin that he has committed two turtledoves or two pigeons, one for a sin offering and the other for a burnt offering. He shall bring them to the priest, who shall offer first the one for the sin offering. He shall wring its head from its neck but shall not sever it completely, and he shall sprinkle some of the blood of the sin offering on the side of the altar, while the rest of the blood shall be drained out at the base of the altar; it is a sin offering. Then he shall offer the second for a burnt offering according to the rule. And the priest shall make atonement for him for the sin that he has committed, and he shall be forgiven. “But if he cannot afford two turtledoves or two pigeons, then he shall bring as his offering for the sin that he has committed a tenth of an ephah of fine flour for a sin offering. He shall put no oil on it and shall put no frankincense on it, for it is a sin offering. And he shall bring it to the priest, and the priest shall take a handful of it as its memorial portion and burn this on the altar, on the Lord’s food offerings; it is a sin offering. Thus the priest shall make atonement for him for the sin which he has committed in any one of these things, and he shall be forgiven. And the remainder shall be for the priest, as in the grain offering.”

Two Categories of Sin

Result of Confession and Offering

Psalm 32:1-5 “Blessed is the one whose transgression is forgiven, whose sin is covered. Blessed is the man against whom the Lord counts no iniquity, and in whose spirit there is no deceit. For when I kept silent, my bones wasted away through my groaning all day long. For day and night your hand was heavy upon me; my strength was dried up as by the heat of summer. Selah I acknowledged my sin to you, and I did not cover my iniquity; I said, “I will confess my transgressions to the Lord,” and you forgave the iniquity of my sin. Selah”
There is freedom in confessing, but it is only partial if it is only vertical.

Progression of Confession

Mark 1:1-5 “The beginning of the gospel of Jesus Christ, the Son of God. As it is written in Isaiah the prophet, “Behold, I send my messenger before your face, who will prepare your way, the voice of one crying in the wilderness: ‘Prepare the way of the Lord, make his paths straight,’ ” John appeared, baptizing in the wilderness and proclaiming a baptism of repentance for the forgiveness of sins. And all the country of Judea and all Jerusalem were going out to him and were being baptized by him in the river Jordan, confessing their sins.”
James 5:16 “Therefore, confess your sins to one another and pray for one another, that you may be healed. The prayer of a righteous person has great power as it is working.”
What does that church look like?
In some churches, nobody admits anything.  Confession would be foolhardy, because it would be used as evidence against, rather than for, a person.  If not dead already, such a church eventually will be.  Ray Ortlund
Biblical confession also includes a horizontal dimension – confession to one another, where we find powerful healing. 
With God alone, confession can be too easy.  It is too easy to save face, and there is no healing, no release, in saving face, however earnest the confession to God might seem to be.  Confession to God alone can be a way of not really facing ourselves and our sins. 
Bonhoeffer also writes,
“Now the fellowship bears the sin of the brother.  He is no longer alone with his evil, for he has cast off his sin in confession and handed it over to God.  It has been taken away from him.  Now he stands in the fellowship of sinners who live by the grace of God in the cross of Jesus Christ. 
If a Christian is in the fellowship of confession with a brother, he will never be alone again.”

Conditions of Confession

1 John 1:9 “If we confess our sins, he is faithful and just to forgive us our sins and to cleanse us from all unrighteousness.”
Faithful and Just; nothing to do with love.
We’d like to think it did.
But this is great news; we’re not always lovable!
Many have trouble believing that God could love them.
They can believe that He will follow His own rules.
He is faithful to Himself and His justice has been satisfied through Christ.
Still no excuses!
We should offer the same forgiveness based on the same conditions to one another.
