It is true that God wants all people every to repent. it is also true, God desires the salvation of every human being

Acts 17:30 ESV
The times of ignorance God overlooked, but now he commands all people everywhere to repent,
1 Timothy 2:1–4 ESV
First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people, for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and dignified in every way. This is good, and it is pleasing in the sight of God our Savior, who desires all people to be saved and to come to the knowledge of the truth.
Ezekiel 33:11 ESV
Say to them, As I live, declares the Lord God, I have no pleasure in the death of the wicked, but that the wicked turn from his way and live; turn back, turn back from your evil ways, for why will you die, O house of Israel?
Isaiah 55:7 ESV
let the wicked forsake his way, and the unrighteous man his thoughts; let him return to the Lord, that he may have compassion on him, and to our God, for he will abundantly pardon.

No one will be able to say, that God didn’t grant them the opportunity to repent.

Acts 5:31 ESV
God exalted him at his right hand as Leader and Savior, to give repentance to Israel and forgiveness of sins.
Acts 11:18 ESV
When they heard these things they fell silent. And they glorified God, saying, “Then to the Gentiles also God has granted repentance that leads to life.”
John 5:40 (ESV)
yet you refuse to come to me that you may have life.
Matthew 24:14 ESV
And this gospel of the kingdom will be proclaimed throughout the whole world as a testimony to all nations, and then the end will come.

We are not in control of Gods effectual calling. We do by Gods word command all people to repent, but only God can open hearts and minds.

Matthew 9:9 ESV
As Jesus passed on from there, he saw a man called Matthew sitting at the tax booth, and he said to him, “Follow me.” And he rose and followed him.
John 10:4–5 ESV
When he has brought out all his own, he goes before them, and the sheep follow him, for they know his voice. A stranger they will not follow, but they will flee from him, for they do not know the voice of strangers.”
John 10:27 ESV
My sheep hear my voice, and I know them, and they follow me.
We are called to be faithful in giving the gospel, but its God who who effectually calls.
John 3:8 ESV
The wind blows where it wishes, and you hear its sound, but you do not know where it comes from or where it goes. So it is with everyone who is born of the Spirit.”
How the Holy Spirit persuades and illuminates, for He does both is a mystery. Our Lord taught as much, John 3:8 . How one spirit affects another spirit is completely beyond us, we know nothing concretely or empirically about such an act. But the human spirit is open to the divine Spirit with a directness more intimate than anything we can imagine. Certainly it is a work below the level of consciousness , and furthermore, it is an intensely spiritual act upon upon the very center of mans being. It is the work of the divine Spirit who touches man at his deepest. This touching has to do with the most serious matter of human existence. Mans saving relationship to God through Jesus Christ.
Do you sense God calling you? follow Him. Say yes to Him. You will find peace and rest for your soul. Do not let your understanding get in the way, go with it
