Romans 13:1 (NKJV): 13 Let every soul be subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God
Proverbs 21:1 “The king’s heart is in the hand of the Lord, Like the rivers of water; He turns it wherever He wishes.”
It’s God who delegates authority.
God delegates authority sometimes based on the needs and wants of the people.
Saul was given because of the needs and wants of the people
God made Moses governor over Egypt
When a nations heart begins to turn from God He gives them over to a reprobate mind .
Romans 1:24-28 “Therefore God also gave them up to uncleanness, in the lusts of their hearts, to dishonor their bodies among themselves, who exchanged the truth of God for the lie, and worshiped and served the creature rather than the Creator, who is blessed forever. Amen. For this reason God gave them up to vile passions. For even their women exchanged the natural use for what is against nature. Likewise also the men, leaving the natural use of the woman, burned in their lust for one another, men with men committing what is shameful, and receiving in themselves the penalty of their error which was due. And even as they did not like to retain God in their knowledge, God gave them over to a debased mind, to do those things which are not fitting;”
Reprobate mind- a mind of no use, worthless mind.
Titus 3:1 (NKJV): Remind them to be subject to rulers and authorities, to obey, to be ready for every good work
1 Peter 2:13–17 (NKJV): Therefore submit yourselves to every ordinance of man for the Lord’s sake, whether to the king as supreme, 14 or to governors, as to those who are sent by him for the punishment of evildoers and for the praise of those who do good. 15 For this is the will of God, that by doing good you may put to silence the ignorance of foolish men—16 as free, yet not using liberty as a cloak for vice, but as bondservants of God. 17 Honor all people. Love the brotherhood. Fear God. Honor the king.
1 Tim 2:1-4 Therefore I exhort first of all that supplications, prayers, intercessions, and giving of thanks be made for all men, 2 for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence. 3 For this is good and acceptable in the sight of God our Savior, 4 who desires all men to be saved and to come to the knowledge of the truth.
