The New International Version (Chapter 3)
Peter Speaks to the Onlookers
11 While the man held on to Peter and John, all the people were astonished and came running to them in the place called Solomon’s Colonnade. 12 When Peter saw this, he said to them: “Fellow Israelites, why does this surprise you? Why do you stare at us as if by our own power or godliness we had made this man walk? 13 The God of Abraham, Isaac and Jacob, the God of our fathers, has glorified his servant Jesus. You handed him over to be killed, and you disowned him before Pilate, though he had decided to let him go. 14 You disowned the Holy and Righteous One and asked that a murderer be released to you. 15 You killed the author of life, but God raised him from the dead. We are witnesses of this. 16 By faith in the name of Jesus, this man whom you see and know was made strong. It is Jesus’ name and the faith that comes through him that has completely healed him, as you can all see.17 “Now, fellow Israelites, I know that you acted in ignorance, as did your leaders. 18 But this is how God fulfilled what he had foretold through all the prophets, saying that his Messiah would suffer. 19 Repent, then, and turn to God, so that your sins may be wiped out, that times of refreshing may come from the Lord, 20 and that he may send the Messiah, who has been appointed for you—even Jesus. 21 Heaven must receive him until the time comes for God to restore everything, as he promised long ago through his holy prophets. 22 For Moses said, ‘The Lord your God will raise up for you a prophet like me from among your own people; you must listen to everything he tells you. 23 Anyone who does not listen to him will be completely cut off from their people.’ 24 “Indeed, beginning with Samuel, all the prophets who have spoken have foretold these days. 25 And you are heirs of the prophets and of the covenant God made with your fathers. He said to Abraham, ‘Through your offspring all peoples on earth will be blessed.’ 26 When God raised up his servant, he sent him first to you to bless you by turning each of you from your wicked ways.”

President? police? abortion drs.?v.17 The rulers are Caiaphas, the other chief priests, and the scribes who took the leading part in accusing Jesus before Pilate [NICNT, TH]. They are often seen as the driving force behind Jesus’ death in Luke 23
God’s plan for Jesus/Messiah to suffer according to prophets v.18
Response- repent, turn to God for forgiveness of sins & (replacement? deal?) refreshment from God. v.19 wiped out- ‘to feel remorse, to be converted’ [BDAG], ‘to change one’s way’ [LN]. The command ‘repent’ is also translated ‘repent of your sins’ [NLT], ‘give up your sins’ [CEV], ‘change the way you think and act’ [GW], ‘you must change your hearts and lives! [NCV]. This verb means to change one’s way of life as the result of a complete change of thought and attitude with regard to sin and righteousness. It means that their sins will be forgiven by God [NAC, TRT]. This is another way to describe obtaining forgiveness: their sins will be removed completely, leaving no trace
Evangelical Commentary on the Bible (E. First Encounter of the Church with the Religious Leaders (3:1–4:35))
Peter and John make their way to “Solomon’s Colonnade” (v. 11), a covered portico that ran the length of the eastern side of the outer temple area and just inside the eastern wall that faces the Mount of Olives. Peter’s sermon, similar to the one on Pentecost, places the primary blame for the crucifixion on the men of Israel, rather than on Pilate, who would have “let him go.” The basic ingredients of the kerygma (the apostolic preaching) are here: Jesus whom they killed, the Holy and Righteous One, whom “God raised … from the dead.” They must “repent … and turn to God” (v. 19)

An Exegetical Summary of Acts 1–14 (3:19)
to turn from sinful thoughts/ways and turn to God [Bar, EBC, NICNT, TH, TNTC, TRT], to turn from their rejection of Christ and turn to God [NAC], to acknowledge the centrality of Jesus to God’s purpose [PNTC], It stresses the need for a change in direction, to change one’s mind about where one is and to end up in line with God

‘to be wiped away’ [NASB, NLT], ‘to be washed away’ [BECNT], ‘to be blotted out’ [Bar; ESV, KJV], ‘to be removed’ [BDAG; GW], ‘to be eliminated, to be done away with’ [LN], ‘to be destroyed, to be obliterated’ [BDAG]. The phrase ‘your sins may be wiped out’ is also translated ‘you will be forgiven’ [CEV], ‘he will forgive your sins’ [NCV, TEV]. This is a figurative extension of the verb ‘to wipe away’ and it means to cause something to cease by obliterating any evidence of it [LN]. It means to remove so as to leave no trace

An Exegetical Summary of Acts 1–14 (3:20)
refreshment-, ‘relaxation, ‘time of rest’ [BDAG], ‘refreshing’ [BECNT, LN (25.148); ESV, KJV, NASB, NET, NIV, NRSV], ‘refreshment’ [Bar; NLT], ‘fresh strength’ [CEV], ‘spiritual strength’ [TEV], ‘renewal’ [AB], ‘recovery’ [CBC; REB], ‘encouragement, recovery of happiness’ [LN (25.148)]. The phrase ‘in order that times of relief/encouragement may come from the presence of the Lord’ is also translated ‘Then times will come when the Lord will refresh you’ [GW]. In this verse the phrase translated ‘times of relief’ is generally regarded as a reference to the Messianic age. The entire expression in this verse may be restructured as ‘so that the Lord may cause you to have relief from trouble’ or ‘so that the Lord may cause you to no longer be troubled’ [LN (22.35)]. Or the phrase ‘times of encouragement’ denotes a state of cheer and encouragement after a period of having been troubled or upset [LN (25.148)]. It denotes an experience of relief from trouble
