A False Teacher is one who does not teach the true gospel of grace through the work of Jesus Christ.
Someone who teaches the true gospel may teach other false things, but is not a false teacher.
Paul is warning Timothy of the false teachers in Ephesus. These were teaching myths, and genealogies, turning away to fruitless discussion. Their goal was not love from pure hearts, good consciences, and sincere faith, but their goal was selfish prestige from the people through teaching the law as a way to gain merit before God.
So is the law a bad thing to preach? no. The law is part of the gospel, but it is not the whole of the gospel. Here is how the law is to be understood in the gospel of Christ.

I. The Law Is Not for the Righteous (8)

1 Timothy 1:8 NASB95
8 But we know that the Law is good, if one uses it lawfully,
The Law is good, righteous and true, but if it is misapplied it won’t have the right effect on people.
People who have been saved by faith in Jesus Christ don’t need the law to condemn them. They have been made righteous by the blood of Jesus Christ are under no condemnation. Because they have been forgiven, the law is in their hearts and they living according to the law that is written on their hearts.
John MacArther - “The law is good but the law alone is not good news.”

II. The Law Is for the Unrighteous (9-10)

1 Timothy 1:8–10 NASB95
8 But we know that the Law is good, if one uses it lawfully, 9 realizing the fact that law is not made for a righteous person, but for those who are lawless and rebellious, for the ungodly and sinners, for the unholy and profane, for those who kill their fathers or mothers, for murderers 10 and immoral men and homosexuals and kidnappers and liars and perjurers, and whatever else is contrary to sound teaching,
Coupled
Lawless become rebellious.
The ungodly become sinners.
The unholy become profane.
Father killers and mother killers. (5th commandment)
murderers (6th commandment)
Immoral men, ie homosexuals (7th commandment)
Kidnappers (8th commandment) popular practice for gaining slaves was to take children.
Liars, ie perjurers (9th commandment.)
Romans 7:7–8 NASB95
7 What shall we say then? Is the Law sin? May it never be! On the contrary, I would not have come to know sin except through the Law; for I would not have known about coveting if the Law had not said, “You shall not covet.” 8 But sin, taking opportunity through the commandment, produced in me coveting of every kind; for apart from the Law sin is dead.

III. The Law Is for the Contrary (10-11)

1 Timothy 1:10–11 NASB95
10 and immoral men and homosexuals and kidnappers and liars and perjurers, and whatever else is contrary to sound teaching, 11 according to the glorious gospel of the blessed God, with which I have been entrusted.
“sound” = healthy wholesome.
The gospel is that we are no longer these things.
1 Corinthians 6:9–11 NASB95
9 Or do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived; neither fornicators, nor idolaters, nor adulterers, nor effeminate, nor homosexuals, 10 nor thieves, nor the covetous, nor drunkards, nor revilers, nor swindlers, will inherit the kingdom of God. 11 Such were some of you; but you were washed, but you were sanctified, but you were justified in the name of the Lord Jesus Christ and in the Spirit of our God.
