While the scope of God’s sovereignty and grace is co-extensive with the universe and eternity, it is the purpose of these attributes that drives the Jonah story. God applied his sovereign grace to bring Jonah into compliance in chapters 1 and 2, but, as we’ll see from chapters 3 and 4, he was not yet in conformity with God’s mind and purpose. So, the operation of sovereign grace is ongoing for Jonah and for each of us and the outcome is both our good and God’s glory.
