The literary form of Philippians is an epistle. The passage is telling the church not to worry. The overall message of the book was for Paul to explain his situation in Rome. Although Paul was concerned about the divided Christian community, he had a confidence that the knowledge of Christ was being magnified

Paul makes exhortations to particular believers (4:2–3) and to the broader Philippian church (4:4–7), all of which stem from Paul’s broader exhortation in 4:1 and recall other themes from throughout the letter.

Why are you anxious

It did not matter to Paul if he lived or died, he wanted Christ to be Glorified. The passages fit into the message by encouraging the church not to worry. The Apostle Paul situation was not favorable but he remained faithful. His focus was on Glorifying Jesus and not worrying on his current situation.
Lexham Context Commentary: New Testament (Be Anxious for Nothing (4:4–7))
4:7 The peace of God, which for Paul comes only in Jesus Christ, follows from standing firm in the Lord in the ways Paul commands in 4:4–6. As Paul’s example suggests, such peace entails not an absence of this-worldly suffering but rather unity and hope in Christ.

The answer to being anxious

peace of God is the response that brings power and endurance. Peace calms troubling situations and keeps anxieties from the heart and mind. True, noble, pure, lovely good report, virtue and praise worthy create environment of peace. Continuity of the message John 16:33 These things I have spoken to you, so that in Me you may have peace. In the world you have tribulation, but take courage; I have overcome the world.

8 Finally, brothers, whatever is true, whatever is honorable, whatever is just, whatever is pure, whatever is lovely, whatever is commendable, if there is any excellence, if there is anything worthy of praise, think about these things. 9 What you have learned and received and heard and seen in me—practice these things, and the God of peace will be with you.
